A RESOLUTION OF COUNCIL

IN MEMORY OF CHARLES J. ELDRED

WHEREAS, Charles J. ("Charlie") Eldred by his life and actions as a resident of the Town of Washington showed his love for the Town and his commitment to preserving and protecting its architectural heritage and ensuring the vitality and integrity of its government; and

WHEREAS, Charlie served as a diligent and effective member of two appointed boards of the Town of Washington, on the Board of Zoning Appeals, from the date of its formation until 1995, when he was appointed to the Architectural Review Board, on which he served until his death, and was a faithful and vigilant attendee of the monthly meetings of the Town Council, where his incisive and plain-spoken, though almost never brief, comments contributed a citizen's voice of reason to the proceedings; and

WHEREAS, Charlie twice ran as a candidate in the general election for the Council of the Town of Washington, and, but for the toss of a coin - after he tied in the number of votes received for a seat on the Council - would have served the Town as a member of the Council for its 1994-1998 Term; and

WHEREAS, Charlie left the Town of Washington a legacy to be shared and appreciated by this and future generations of Town residents, businesspersons, and visitors by applying his special personal expertise, singular devotion and fortitude to the six-year project for the planning, design and installation of the new street lighting system for the town, employing an historically accurate fixture replicating one of the first electric streetlights in the Town and manufactured by the craftsmen of that original fixture, facing down the opposition of the utility company providing electric service to the Town and establishing a standard already copied by other small communities in Virginia and West Virginia; now, therefore, be it

RESOLVED, that Charles J. Eldred shall be and hereby is named, posthumously, as an Honorary Member of the Council of the Town of Washington for the remainder of its 1994-1998 Term; and be it further

RESOLVED, that the new street lighting system for the Town of Washington shall be dedicated as a living memorial to Charles J. Eldred and shall henceforth be designated as the Charles J. Eldred Streetlights of the Town of Washington.
