Political analyst Larry Sabato of the University of Virginia said the statements by Beyer could mark “a major development” in his view on taxes.

“It’s going to help him with people who have been way turned off with his caving on the personal property tax on cars,” Sabato said. “But it will also give an opening to Gilmore on the question of whether Beyer actually believes in holding the line on taxes.”
