its purpose was to keep Virginia’s water clean. We all like clean water. This act was put together by a consortium of big business interests including, the Virginia Farm Bureau, the Virginia Poultry Association and the Virginia Pork Association, as well as others.
There was so much support for this clean water act that it passed both houses of the legislature without any floor debate. Not a word of concern> It was sold without debate because “agriculture” supported it.
Does agriculture support this law? Let’s look at it. The Agricultural Stewardship Act establishes a zero tolerance for pollution from agriculture in Virginia streams. Technically, under the law, this means that a single particle of pollution from agriculture entering a stream is a violation of law.
