It does not take 100 cows, or 10 horses or five sheep standing in a stream, or a potential stream, to cause pollution. One agricultural animal will produce pollution!

The current Commissioner of Agriculture and Consumer Services said at a recent meeting at Graves Mountain Lodge — attended by over 200 people — that he would not enforce this part of the law regarding pollution caused by a single particle or granule. It seems unfortunate to have a law that won’t be enforced, an amendment to that law is a much better alternative.

There are other interesting aspects of this law. It is complaint driven, and anyone can make a complaint. A current or former employee, a near or far neighbor, someone just driving by a pasture or field. He or she doesn’t even have to give a name — the accuser
