Under Virginia law, new taxes must be approved first by the state legislature and then by the governor before they can be enacted. During the tenure of current Gov. George Allen (R) all such proposals have met stiff resistance.
In 1995, the Northern Virginia delegation to the General Assembly pushed for a regional fuel tax of 5 cents per gallon. The issue never even made it out of committee, however, and the following year, members of the delegation decided not to pursue the idea while Allen was in office.
