There has never been a
real social security trust fund. Payroll taxes collected for social security have always been paid into the general fund, and benefits have been paid out of that fund. This system has worked, but in 1983 it was realized that with people living longer and the baby boomers heading for retirement, taxes at the rates then collected would fall behind benefits at the rates then paid.
A commission under Alan Greenspan recommended, and Congress and President Reagan enacted, a system under which more taxes would be collected than were required for current payments, and a surplus would be built up for the future need. There was a rough justice in this plan. The taxes would be paid mostly by the boomers who would later draw the benefits.
