Town finances
Treasurer Elaine Viguerie reported on Town finances, and proposed to roll over nearly $7500 in unexpended funds for use in the next fiscal year. Council member Steve Critzer noted that there was an additional $5000 that the Council had agreed to take from the capital reserve fund for use in water system repairs, and the Council moved and approved the entire fund rollover.
Treasurer Viguerie then proposed to reduce the monthly “bills to be paid” review and approval process by obtaining blanket approval for “routine” expenditures. Council member Charlie Tompkins objected strenuously to the proposal, citing the fiduciary responsibility of the Council that necessitates review and approval or disapproval of bills prior to payment. Council member Reinhardt Lynch voiced his agreement with Tbmpkins, noting that “it only took four minutes to review the list today.
The budget is going up every year and we must see what’s going on . . . we shouldn’t do it after the fact.” Tbmpkins and Lynch moved to retain the existing review process, and the Council voted its agreement by a margin of 4 to 3.
