Despite calls from a largely metropolitan contingent of supporters to define the Bardo Brewery as a winery, and thus permit it to conduct' onsite sales for on- and off-premise consumption, the Board of Zoning Appeals found otherwise and supported the Zoning Administrator's decision to ban such sales. William Stewart of Bardo Brewery had appealed the decision of Zoning Administrator John McCarthy, and presented his case before the Board of Zoning Appeals at their February meeting.
Mr. Stewart relied upon a number of issues to support his contention that his brewery was analogous to a farm winery. He said that his use of spring water at the brewery site in Amissville amounted to more than eighty percent of the finished product and that, combined with the disposal of the brewery grain waste by feeding
