The Planning Commission’s series of public hearings on the Comprehensive Plan review got off to a slow start, with the first meeting at the Chester Gap Fire Hall on October 16 drawing but a few interested residents.
The hearing on the Comprehensive Plan was held following regular Commission business and introductory remarks from Wakefield District Commissioner, Dr. Werner Krebser.
Dr. Krebser noted that Rappahannock County has three instruments — the Comprehensive Plan, the Zoning Ordinance, and the Subdivision Ordinance — by which it regulates growth and development. He said that the Comprehensive Plan is the most important and “acts as a bulwark ...”
‘Scenic county*
Dr. Krebser added that courts have sided with communities when their comprehensive plans and zoning ordinances are attacked, and highlighted as a “crucial” phrase in the Comprehensive Plan introduction, the definition of Rappahannock as a “scenic county.”
