the easement donor, but protection of the land and the neighborhood is usually the primary motive, in fact, about half of all easement donors in Virginia never seek tax benefits. A 2002 study commissioned by Headwaters has identified a new benefit in Rappahannock County — findings suggest that every acre now benefiting from “land-use” taxation placed under easement will generate perhaps $5 per year in additional state aid to our public schools.
