Population growth is poorly managed throughout the state, Fitch contends. Consequently, he said, maintaining the status quo will only make things worse.
“There is no coordination between transportation management and land-use management,” he said. “That has to be completely changed.”
Specifically, Fitch said that localities and regions should be empowered to make decisions about those issues.
“We must also realize that the Virginia Department of Transportation won’t solve our transportation problems,” he added, noting that the agency already has billions of dollars in unmet needs. Ultimately, the private sector needs to be engaged to help maintain and build new roads, he said.
