Now Welch is eager to serve his home county with the knowledge and the experience that he has gained in the Culpeper Police Department. “I have a million ideas in my head of what I want to do,” Welch said in a recent interview, “but I need the opportunity to do it.”
Welch stated that he wants to increase the level of professionalism at the RCSO and plans to focus on training, technology, and community policing. ‘Rappahannock is a great place to live,” Welch said, “to preserve this higher quality of life, we must have higher expectations.”
Office restructuring
Welch believes that the Sheriff's Office should assign more deputies on the road, especially at night. “Currently there are often times where a single deputy is left to patrol the entire county alone,” he said. Welch explained that he would not want to hire additional deputies, rather, he would like to restructure the department. ‘Reassigning existing personnel will have little to no effect on taxpayer dollars,” he said
Welch also spoke about new methods of hiring, retaining, and promoting deputies. He said that one thing he liked in the Culpeper Police Departments is their officer’s bill of rights. “A bill of rights insures that an officer has a greater degree of independence,” Welch said. “That way
