Kiser proposed that the board form an ad hoc committee and employ an expert interrogator to scrutinize the budget. He suggested that the county put a moratorium on budget increases, aside from those mandated by the state and federal governments, while the committee works on their budget analysis.
For an interrogator, Kiser suggested hiring Rappahannock resident and financial adviser John Anderson, who Kiser said has expressed willingness to work with the county on pro bono terms.
“Typically, he doesn’t save less than 20 percent as a minimum of any body’s money,” Kiser said.
He also suggested waiving property taxes for low-income landowners.
“I don’t think most people in this county want Rappahannock to become a wealthy ghetto, where only rich people can afford to five and buy property” Kiser said.
