As originally drafted they would have applied to 18 school districts and potentially cost the state more than $8 million annually.
Expecting that the heavy price tag would kill the bills in the finance and appropriations committees, both were rewritten to apply only to Rappahannock County.
Still, Senate Bill 559 narrowly cleared the Finance Committee last week.
Senator Obenshain, who represents Rappahannock and is sponsoring the bill, addressed fiscal concerns about the Senate bill before the full Senate on Tuesday.
“There’s nothing to be paid unless a specific appropriations fund in the appropriations act is made," he said on the floor of the Senate.
