It represents a first step toward securing more state aid for public education in Rappahannock County, thereby reducing the burden on its taxpayers. Before the bill takes effect, the General Assembly will need to approve these funds during next year’s legislative session.
Finally, the Triggerman Bill -- my bill that would allow the capital murder prosecution of co-conspirators who had the willful, deliberate and premeditated intent to commit capital murder -- passed the Senate last week 24-14. This bill, which 1 have carried in previous Sessions, would eliminate the rule that prevents prosecution for capital murder of anyone other than the person physicnlly committing the murder. The vast majority of the 38 states with the death penalty permit co-conspirators in capital cases to be eligible for the death penalty. Under current Virginia law, even the convicted Charles Munson of the fumed California TateLaBianca murders in the 1960s could not lx* prosecuted for capital murder, despite the fact that he orchestrated and ordered the homicides.
