We are now at the midway
point of the 2008 legislative session -- Crossover. Senate bills now move to the House and House bills to the Senate. The last few days before crossover are among the busiest during session and it provides an opportunity to take stock. This column is my effort to report on the status of several of my bills.
One bill that has attracted broad interest is a bill that would require VDOT to return to the General Assembly before tolling car and truck traffic on Interstate 81. This measure is important to families, business and to the agricultural character of the Valley. Without this legislation, the Commonwealth Transportation Board and VDOT are able to enter into agreements with road builders involving elements of tolls without the consent of the Virginia General Assembly. My bill will require any toll proposals to come before the General Assembly1* for approval. It passed 37 to 1 last week and 1 am optimistic about its chances in the House.
