nationally, Planned Parenthood is one of the most vocal critics and opponents of abstinence based family life instruction. I have argued that it makes no sense to allow school divisions to pay Planned Parenthood to teach a program it opposes. The factual backdrop against which this issue arises is the Governor’s decision to cut to abstinence-based Family Life Curriculum funding. The bill predictably failed on a 10-5 party line vote.

Another bill I sponsored this year would increase the amount of state funding for Rappahannock County Public Schools. The bill would allow Rappahannock County to enter into a cost-sharing agreement with the school board of a neighboring county in order to reduce the amount that the County must pay for schools. Currently, Rappahannock County gets the minimum state contribution of 20 percent of the cost of educating its students.
