Voters have not considered a statewide bond issue since 1968.

Interest on general obligation bonds sold by a state is exempt at present from income taxes of both the federal government and the issuing state. The issuing government guarantees a general obligation bond, with money for interest and eventual repayment coming from general fond revenues.

The 20 educational institutions which would receive funds for construction, renovation and conversion of facilities are Virginia Tech, The College of new site on the outskirts of the city if the bond issue on mental health facilities is approved. Also, money would finance two regional centers for the mentally retarded, particularly children, in the Winchester-Harrisonburg area and in the Fredericksburg area.

State park and recreational facilities to be further developed if that bond issue passes gre located in 26 counties and one city throughout the state, including Sky Meadows State Park in Fauquier and Clarke counties.
