It is clear that much emphasis is being placed on the development of a modern system of roads and communication. Large construction works are in progress for both buildings and roads; including a new international airport with hotel facilities and the usual amenities. Although major construction is under way, progress is slow due in part to lack of machinery and equipment and constant unscheduled power failures. Many Nigerians state that one of the greatest problems is a serious shortage of technical manpower which is being tackled energetically by the several universities and technical colleges.
Despite this deficiency, however, great strides are being made. Recent improvements dealing with old problems, including disease, have been made. At the State of Benin there is a leprosium consisting of 350 patients in various stages of the disease. We were told that if the disease is detected at an early stage patients can be cured within 4 to 5 years and that the number of persons so addicted is steadily declining.
