reported Leiberman, the part-time mental health clinic will open full-time in July with two staff persons and a secretary. Half-time services of one of the three substance abuse personnel will also be assigned to the county in July. Lieberman noted that expansion of Chapter Ten services here and throughout the Planning District was funded through a federal grant.

Cheaper Locally

Two of the five residents at Goldsboro House in Culpeper, a group home for retarded women, are from Rappahannock. “Just the services to those two women alone cost four times your contribution to the Community Services Board,” Lieberman told the Supervisors. His contention that the mentally ill and mentally retarded could be treated cheaper at local facilities than at state institutions brought an immediate response from Supervisor Clarence Baldwin.

Baldwin asked how a state institution could be more expensive when it handled a much higher volume of patients, usually a sure way of bringing per patient treatment costs lower.
