Last year at budget time, Chapter Ten’s Executive Director warned the Rappahannock Supervisors that the county’s contribution to mental health and retardation programs in his five county jurisdiction was not based on services received. Last week, Howard Leiberman was back £o give the Supervisors advance notice on a proposed intre^se in Rappahannock’s share of Chapter Ten Community Services Board costs.
According to Lieberman, Rappahannock gets twice what it pays for with other counties in the Planning District picking up the difference. Next year’s request for local money will be based on an “equitable formula” designed to eliminate the discrepancy, he told the Supervisors on Thursday.
Lieberman preceeded his notice of a request for additional funds with a rundown on the programs offered by Chapter Ten. Through the Community Services Board, he said, counties in the Rappahannock Rapidan Planning District are supplied with senior citizen nutrition services, mental health clinics, substance abuse services and help for the mentally retarded.
