Leiberman informed the Supervisors that he had begun a study of utilization rates in September for the five counties in the Planning District. The study was prompted primarily by complaints from Fauquier County that it was paying more than its share, according to Lieberman.
Leiberman said he’d decided on a formula for apportioning costs fairly among the localities. The formula has three components:
1. County’s percentage of the Planning District’s population.
2. Percentage of services received by the county out of
87.1%
