Until 1978, Social Security always checked both the annual test and the monthly test, then paid based on whichever test allowed the larger social security benefit for the year.
This new law means that— where a person has already been paid social security benefits based on the monthly test in a year before 1978, he can be paid based only on the annual test in 1978 and after.
