He repeated that these federal ‘‘flow through” funds would help to eliminate the bottleneck in administering educational evaluation of handicapped children.
School Board Chairman Beverly Massie’s request for a motion to approve the regional program met with silence from the other Board members. “As soon as we identify these children, we can begin to place them in programs to help them,” Mrs. Massie explained.
