Lt. and Mrs. Craig Welling jf Gales Ferry, Conn., announce the birth of a daughter, Judith Carter, on Monday, April 10, 1978, at the U. S. Naval Submarine Medical 'Center Navy Hospital, U. S. Navy Submarine Base, Groton, Conn.
Maternal grandparents of the baby girl are judge and Mrs. W. F. Moffett Jr., of Washington, Va., and her paternal grandparents are Mr. and Mrs. David G. Welling of Rockville, Md.
