goal could be disastrous for 'the government. Virtually all available land is employed in intensive, irrigated agriculture. To alter the methods significantly would be like completely re-wiring and re-plumbing a house. It is now taking more than 50 per cent of the people to feed China’s multitudes and probably the land cannot be made to produce more than it does already. Even with a successful birth control program, the population will not begin to decline for at least a generation or so.
2. To resort to rapid mechanization of transportation, construction, agriculture and even industry would result in massive unemployment. There seems to be significant underemployment now.
3. To train and employ a large segment of the population for manufacturing and service enterprises will take miflions of teachers who apparently do not exist. It would also geometrically increase the consumption of energy which may not exist and which would be economically costly. The most overworked people I saw in China were the teachers.
4. To westernize living conditions would result in incredible pollution. It would also diminish the use of human and animal wastes for fertilizer—a mainstay of agriculture now. On the other hand, if individual intiative, creativity and diversity are not encouraged, the development of the obvious intelligence of the Chinese people will be blunted and the revolution will sour.
5. In a world of allegedly . diminishing natural resources, to westernize .China would increase the rate of resource depletion markedly and put the future of China at the mercy of the same hazards that face the west. Will the oldest continuing civilization follow leaders who deliberately decide to do that?
