“I don't know what real argument we can make about cutting $246,” commented supervisor chairman E. P. Luke.

“Arguing doesn't do any good,” countered supervisor H. B. Wood. “We’re paying it all—whether it’s local, state or federal money,” he said, adding that the supervisors were ‘‘just puppets” with no real control over any welfare programs.

“What can we cut?” Luke asked Mrs. Buntin.

“I don’t see anything,” she replied.
