Rappahannock News Staff Writer The same school board members that balked two weeks ago at including funds for a modular unit to house a mandated special education class turned around and voted $44,070 for a double trailer at Tuesday’s meeting.
In their vote, Robert Eastham, Walter Masterson and Allen Stokes stipulated that the modular unit is to be used solely for special education programs, including self-contained and resource classes for learning disabled students and educable mentally retarded and trainable mentally retarded classes.
The action came after superintendent William Bloomer informed the school board that its budget for 1980-81 already forwarded to the supervisors does not meet minimum per pupil funding levels set by the state. Under standards of quality mandates, the per pupil funding level for the 1980-81 is $1,075. To meet that level, the proposed budget must include an additional $38,590.63 in local funds, according to Bloomer.
Eastham insisted that the proposed budget allows for well over the minimum figure, noting that he had divided the school system's current average daily membership of 1,174 into the total operational costs —excluding capital outlay and. debt service— to reach 'his figures.
In addition to eliminating those two expenditures. Bloomer said, categorical funds for food services, vocational education. Title programs and special education must also be subtracted from the total before dividing by average daily membership.
