Capelle described the chapter on goals and objectives as “the meat of the plan” and said the basic thrust of this section is towards keeping the county much as it is by encouraging the preservation of agriculture, keeping population density low and directing major residential growth towards the areas around the county’s six villages. "Basically, we’re recommending very little change,” Capelle said.
He noted that the planning commission with the planning district staff has spent a year and a half and 19 meetings on the comprehensive plan. “There’s been a lot of discussion, a lot of give and take at all those meetings,” Capelle concluded, asking for questions from the audience of four.
Gilkey asked if the plan’s chapter on implementation which includes a section on land use assessment constitutes a recommendation that use value taxation be adopted.
Miller, chairman of the planning commission’s comprehensive plan committee, answered yes, that the plan carried a recommendation for both agricultural districts and land use assessment.
