“What if the board of education says we're not mainstreaming?’’ asked Eldred.
“If I see an order on the table. I’ll obey the law,” Eastham answered.
McDaniel hesitated to state positively that the state department will rule that the doublemodular unit for special education classes fails to meet mandates on mainstreaming handicapped students in the least restrictive environment. “I think there will be some question about the separate facilities,” he said.
The motion to add the double unit to the proposed 1980-81 budget already under consideration by the supervisors passed three-two with Eldred and Massie opposed.
“It is passed. The $38,000 is spent,” Mrs. Massie concluded.
