The greatest reduction in the district was reported by Culpeper County where activity for the second quarter was down 68 percent. Culpeper's decline was largely the result of an inflated figure in 1980, however, when a large town house complex was authorized. Fauquier County declined by three percent during the same period while Madison and Orange County experienced an increase in housing activity of 70 percent and 12.5 percent respectively.
