He also applauded the county's fire schools but said that the classes sometimes have no relation to the area’s particular problems. ‘‘Analyze the type of incidents you respond to and train your personnel accordingly,” he suggested.
Thomas concluded, “There are a number of major deficiencies in this county and something radical must be done to protect both the fire and rescue people and the citizens. Rating the state as a whole, Rappahannock falls in the bottom 5 percent. I seriously doubt your ability at the present time to handle a major fire or rescue problem.”
