It was also stated that record keeping, whether at the individ ual fire house or at the Culpeper Sheriffs department was essentially nil. Thomas recommended that the state-wide reporting system be adopted with free training and report forms provided by the State Commission. Also a quarterly computer printout of numbers and types of calls would be available.

Funding next came under consideration with the suggestion that the Covington Formula be implemented for squads running across county lines. This formula, developed by the City of Covington and Allegheny County essentially states that monetary values on crosscounty runs be assigned on the basis of assessed property valuation.

The study also suggested that fire-rescue districts be set up for the levying of a tax with dispersal the responsibility of the county fire association. This has proved to be effective in other counties, according to the study.

The section on funding concluded with the statement, "The County Government must take a more active role in the fire protection of its citizens.” Thomas further added, "This is the only county in the state where the county government gives nothing to its fire and rescue departments. I can’t believe it!”
