Included in county government costs are general administration, tax assessment, tax disbursement and collection, recording of documents, administration of justice, crime prevention and detection, fire prevention and extinction, public welfare, public health, public works, agriculture and home economics, protection of livestock and fowls, elections, maintenance of buildings and grounds, and miscellaneous operating functions.

Rappahannock spent less in every category compared to the other four counties in the planning district with two exceptions: Madison spent less on tax assessment and public works.
