First and foremost, it determined that it is more efficient and more cost effective to have a single dispatch system for the two counties, separate from the law enforcement agencies. It suggested that the major assumption of cost for upgrading the system be Rappahannock's through state and federal matching funds, while Culpeper takes responsibility for the long term maintenance cost, as that county runs five times the number of calls Rappahannock does. As far as providing the best care possible to the citizen, this method was determined to be the most advantageous. The study also recommended going to a 911 emergency phone number system in both counties to eliminate the long distance calls currently necessary.
No Agreement Expected
According to Rossen, Culpeper is not expected to be agreeable to the conclusions of the study. He also suggested that no matter what final solution is approved, a professional approach to the entire communications sytem is at least as important at the money spent.
Next on the docket was the failure of the Rappahannock Board of Supervisors to write a letter of support for the local EMS Council. This letter is necessary in order to obtain state and federal funds which have already been granted to the county for advanced life support
