Including capital outlay and debt service in total school costs, the countyexpended $279.23 per capita, well below the state average of $429.55 and behind its neighbors in the planning district, Fauquier ($571.35). Orange ($356.23), Madison ($347.30) and Culpeper ($324.49).
For fiscal year 1979-80. the net county debt worked out to $98.25 per capita, well below Orange’s $216. Fauquier's $441, Culpeper's $394 and Madison's $138.
Rappahannock's total assessed value for that year amounted to $2,581 per capita, less than a tenth of assessed value per capita throughout the rest of the planning district.
Fauquier's was highest for 1979-80 with $29,281. followed by Orange with $25,834. Culpeper with $22,150 and Madison with $18,331. However, the
