Improving
School Integration
In the past, efforts have been made to improve the school integration statistics by relaxing academic standards, busing, social promotions, the imposing of de facto quotas, and a host of other devices.
The result of all these may have moved the lines upward a bit on the charts in the OCR offices, but they have not, in and of themselves, produced welleducated men and women.
Still, without doubt, improvement has been made. The members of the
