Opposition's Credibility
Weak Study suggests that these arguments may have been based more on preconceived positions than on fact. In an April, 1978, release, the VCC contradicted itself by gating that P-M gambling "is unlikely to provide a financial bonanza for the state."
Supporters of the racing bill point out that if parimutuel betting were legalized, a racing commission would be established which would be charged with ultimate regulation and control. In racing states, modern computer technology keeps records on every person associated with their tracks, and each race track employee is fingerprinted.
The U. S. Constitution protects the rights of the citizens of Virginia, as in all states. No evidence haj been produced that P-M racing would undermine these rights.
As a further protection against corruption, the House Bill specifically warns that no person or his relations, affiliated with the race track, would be permitted to contribute to political campaigns.
