Passage of a referendum on pari-mutuel betting depends entirely on the willingness and ability ot supporters to promote the issue, according to Del. Raymond R. “Andy” Guest. And he's not optimistic. "Certainly those opposed to it w ill be doing all they can to cast aspersions and throw mud on,” Guest said. He's not sure that the time is right now or if it w ill be right any time in the foreseeable future.
Last year, promoters of pari-mutuel betting couldn't raise the $250,000 deemed necessary to fund a successful referendum drive. Guest noted. “We must mount a considerable promotional effort to do battle with those who are against it" and that costs money, he emphasized.
Guest believes pari-mutuel betting will be good for both the state and the local economies and indirectly will aid efforts to preserve open space and the rural character of this area by making horse breeding and related agricultural enterprises a viable industry.
"With the Gold Cup races and all the point-to-point race meets, pari-mutuel will be particularly good for localities here," the Front Royal farmer and businessman concluded.
