Virginia students have been required to pass both tests to i be eligible for a regular high school diploma. Educationally handicapped I students who do not qualify for the regular diploma may
receive a special IEP j (Individualized Education Program) diploma if they have met all other requirements for graduation. Handicapped students who pass the competency tests and complete the required units of credit are eligible to receive the regular diploma.
Other forms of certification may be awarded at the discretion of local school boards to students who aren’t handicapped and who have met all graduation requirements other than passing the competency tests.
Estabrook said that, in the past year, no Rappahannock student had been unable to graduate because of failure to
pass the minimum comp- ] tency requirements. He pointed out that, after the initial testing in the tenth grade, students have several more opportunities to take the tests.
