There are 5,500 workers on the premises daily at Charles Town, West Virginia. At Charles Town this relatively small track keeps dozens of vendors in business, brings roughly one million visitors to town each year, and maintains profitable motels, stores and restaurants. Local racing provides more than $6 million annually to West Virginia’s state treasury. Apparently crime has not been a problem in that state because of racing. Neither the U.S. Attorney’s office in Wheeling, nor the state racing commission has any record of scandal. It could be asked whether Kentuckians, Pennsylvanians, West Virginians or Marylanders are any more corruptible or corrupted than Virginians because P-M racing is legal in their states.

It is interesting to note that horses and racing have long been a part of the Commonwealth’s tradition. Reverend James Blair, founder in 1693 of the College of William and Mary, was an avid racing fan. George Washington was a member of the Alexandria Jockey Club in the days when Virginia boasted 33 race tracks.
