quotas. Civil libertarians probably won't care much for this approach because it will take time. But if our goal is an integrated and balanced society, over the long haul this is the way to go about paving the way for it.
The OCR, of course, should keep on prodding. But the prodders should remember that just because a black kid sits beside a white kid in a classroom, it doesn't mean we have achieved an integrated society.
We still have a 350-yearold cultural and attitudinal chasm to bridge before that result comes about. But a genuine, honest-to-God education for both blacks and whites is an essential part of bridging it.
Thus, while the governor's goal of tougher academic standards could make it harder for him to comply with OCR's immediate integration requirements, he is, 1 think, taking a giant step toward solving a far larger problem.
That is, the final bridging of those chasms which keep the segregationist impulse alive.
