In a letter to OCR, Secretary of Education John Casteen said he shared the concern about the statistical results of the state's desegregation efforts, but denied that a good faith effort to meet goals established in 1978 had not been made.
He added he and Gov. Robb were genuinely committed to equality of opportunity through education.
But Gov Robb is also committed to another course of action which, at least over the short term, would almost certainly complicate the immediate problem of college desegregation.
