Mr. Irvine emphasized that program participants would be non-violent offenders, mostly persons convicted for the first time. All insurance liability costs will be borne by the Division of Court Services. Participating agencies will be responsible mainly for reporting on the time and efficiency of workers assigned to them.
Because of the varying skills and backgrounds of offenders, Mr. Irvine said the workers available could range from laborers to mechanics to computer operators.
The diversionary program, like ASAP, will be funded by a small administrative fee collected from the participants. Thus it will be selfsustaining with no tax dollars involved.
