first generation of black Virginians to grow to maturity in a legally desegregated society are now sending their children into the public school system. For the first time young black parents are not subjected to the cultural restraints, imposed by law, which shackled their parents. The stage could well be set for the next step, and for important progress.

That next step is Gov. Robb's proposal to again put the schools in the business of educating young people • all young people - beginning at grade one and continuing through a college degree.
It involves encouraging their progress through a challenge to achieve, and not through guaranteeing it, willy nilly, by automatic advancement.
