percentages to a figure called the “base” - the salary at an entry level position in each category. In the case of administrators where no position could properly be called “entry level”, the base figure would be the lowest administrative, salary.

Also included in the index presentation was its application for control of the school budget. Cost of living increases - computed by the committee at 3 percent, 5 percent and 7 percent to show a full range of options - can be quickly run through the scale to show the increases in every position. Spending limits clamped on the board by the supervisors at budget time can be adjusted backwards by computer to distribute the cuts equally. As Lysik pointed out, the scale is not so much to set the teacher’s salaries by total - that step has yet to be agreed on by the board - but to provide a rational, orderly system of payment for school employees who have lacked a predictable pay scale.
