In the superintendent's report, Robert Estabrook discussed the progress of the insurance portfolio analaysis authorized by the board at its November meeting. Industrial Insurance Management, a Richmond firm, had agreed to analyze all school property and casualty insurance, audit insurance expenditures, prepare a report to the board with a review of ratings of the present underwriters and make any safety suggestions for a sum of $1,000. "If they do all they have agreed to. this is the best bargain in years." Eastham said, and asked to be included in the initial meetings with the company’s representatives.

Pamela Rowe, special services coordinator, presented the board with the special education six-year plan update scheduled for approval in January. Rowe told board members that, as of December 1, Rappahannock County schools had identified and served 129 children needing special education.
