Estabrook told the board that Virginia schools have been directed to emphasize reading and stated his personal belief in the overwhelming importance of this subject. “I know that there are those more expert in this field than I am." Estabrook said, "but I will advise parents to make sure that there are reading materials in the home. We can’t expect children to read unless parents do, and unless there are suitable reading materials available.”
