The law directs that provisions be made for people financially unable to buy child safety seats. The Virginia Department of Transportation Safety has set up a loan program using Medicaid and federal poverty guidelines. The seats remain on loan until the child reaches the age of four. So far the department has received over 350 applications. In Rappahannock, applications can be filled out at the Welfare Office in Washington.

Eventually this loan program will be financed by the $25 civil fine levied for violating the law.
