At its December meeting, the Rappahannock County School Board decided not to honor the request of Robert Judd, a California contractor, who proposed to demolish the old Scrabble school building for materials to be used in building a Rappahannock retirement home. The board did so on the advice of Commonwealth's Attorney Douglas Baumgardner who advised them that the rights to the property were in dispute.
Judd’s request has been pending for several months and Tuesday's decision reminded the board that their responsibilities for abandoned school property were unclear. "How do we get this albatross off our necks?" asked Wakefield board member Robert Eastham. Eastham suggested that the board might have to get a judgement from the court as to who actually owned the property in order to dispose of it. The title has been lost and, under the law.
